Common catalog of the ortho-prosthetic devices updated in Spain

In January 2019, the Ministry of Health, Consumer Affairs and Social Wellbeing of Spain has released an Order by which Annex VI of the Royal Decree 1030/2006 is modified. The Order that modifies the cited Royal Decree is the Order SCB/45/2019 and it was published in the State Official Bulletin, nº22 from January 25th, 2019.

The purpose of this order is to regulate the content, the concepts, the access, the procurement procedure and the general requirements of ortho-prosthetic provision set out in Annex VI of Royal Decree 1030/2006, of September 15, whereby it is established the portfolio of common services of the National Health System and the procedure for its update.

This Order includes 48 new types of products (wheelchairs, orthoses, and special prosthetics), as well as new indications for the existing ones that will cover needs unmet until now.

Furthermore, in regard to the supplementary ortho-prosthetic provision, the order specifies:

  • The common catalog of wheelchairs, orthoses, and special ortho-prostheses is updated
  • The maximum financing amounts for each type of product, when they are provided to users of the National Health System, are fixed
  • Correction of coefficients that allow calculation of the prices of Offer to determine the final billing price of the ortho-prosthetics products to those responsible for the ortho-prosthetic provision, both when paid directly to the dispensing establishments and when the corresponding expense to users has to be refunded are established
  • It regulates the inclusion procedure, alteration of the conditions of use and exclusion of the Offer of ortho-prosthetic products of the National Health System for the external ortho-prosthesis

In conclusion, this order provides a more equitable, updated and efficient ortho-prosthetic service to the national health system and mutual benefit users, regardless of their place of residence.

In January 2022, the Basque Office for Health Technology Assessment (OSTEBA) released an HTA report aiming to assess and compare the efficacy, effectiveness, and safety of the mechanical circulatory support devices most used in the healthcare setting for the treatment and prevention of cardiogenic shock, including Impella® devices, intra-aortic balloon pumps, and extracorporeal membrane oxygenation.

The French National Authority for Health (HAS) released new recommendations about add-on reimbursement of medical devices and medical aids from the meetings of the National Commission for Evaluation of Medical Devices and Health Technologies (CNEDiMTS) in December 2021. More than 15 recommendations were published in relation to the registration, modification of registration conditions, renewal of registration of devices in the List of reimbursable products and services (LPPR). Opinions concern cardiovascular, orthopedic, ENT devices, as well as medical aids. Except for this, CNEDiMTS published an opinion about transitional coverage (a newly established pathway for reimbursement) for a cardiovascular device.

In mid-December 2021, the Danish Health Data Agency (Sundhedsstyrelsen) published the Health Care Classification System (Sundheds-væsenets Klassifikations System, SKS). The most significant changes include: 41 new diagnosis codes and 21 procedure codes were added. The newly added procedure codes concern mainly spine area and orthopedic procedures.
