Russian Government has updated the List of medical devices which limits procurement for state and municipal needs to only the Russian-made products

Decree #968 introduced a number of additional products for which procurement will be limited to Russian-made products only. The List includes devices for blood transfusion, containers for storage and transport of blood, consumables for mechanical lung ventilation, consumables for plasmapheresis, consumables for cardiopulmonary bypass, urine, and fecal collectors.

The Decree amends the List from 2015, which included a broad range of products, including a number of consumables, in-vitro diagnostic tests, computer tomography machines, X-ray machines, endoscopic equipment, ECG equipment, surgical instruments, glucose meters and others.  

Organizers of tenders for state and municipal needs can reject applications for foreign-produced devices and equipment under a number of conditions (at least one application for the Russian-made product, the manufacturer shall be registered in a specified List of providers, the price for the device should be calculated according to the specified method).

On December 06, 2021, the President of the Russian Federation signed the Federal Law on a budget of mandatory Health Insurance for 2022 and the planning period of 2023 and 2024. In accordance with the approved budget, the amount of High-end Medical Care outside the basic compulsory medical insurance program for federal clinics will be 109.9 billion RUB which is an increase of 2.7 billion RUB.
