Changes of procedure for the development of standards of health care in Russia

In June of 2019, order on changes of procedure for the development of standards of health care was issued regarding the development of health standards based on approved clinical recommendations.

The following changes have been implemented:

  • Paragraph 2 was updated: "2. The standard of medical care is developed on the basis of clinical recommendations approved and approved in accordance with article 37 of the Federal law of November 21, 2011, N 323-ФЗ" On the basis of protecting the health of citizens in the Russian Federation"
  • Several textual changes
  • Paragraph 7.1 is added as follows: "7.1. The development of a standard of medical care is carried out on the basis of relevant clinical recommendations no later than 6 months after they are posted on the official website of the Ministry in the information and telecommunication network "Internet"

On December 06, 2021, the President of the Russian Federation signed the Federal Law on a budget of mandatory Health Insurance for 2022 and the planning period of 2023 and 2024. In accordance with the approved budget, the amount of High-end Medical Care outside the basic compulsory medical insurance program for federal clinics will be 109.9 billion RUB which is an increase of 2.7 billion RUB.

In October 2021, two clinical guidelines on inguinal hernia developed by the collaboration of All-Russian public organization "Society of Herniologists" and Russian Society of Surgeons and postoperative ventral hernia developed by the collaboration of All-Russian public organization "Society of Herniologists" and Russian Society of Surgeons were released in Russia.
