A new nationwide system for specific categories of high-cost tariff-excluded devices (HCTED) was introduced in April 2016. The objective is to centralize purchase and supply within the new NHS Supply Chain Operating Model, so deliver better quality and realize value for medical devices. Device Working Groups (DWGs) were established to optimize device choice across the identified categories and perform horizon scanning to accelerate the adoption of new devices. NHS England Specialised Commissioning and NHS Supply Chain are working with NHS Providers to support the transformation to this new framework.
NHS England announced that the HCTED program is restarted working from July - August 2020, following the COVID-19 outbreak. The following areas considered to be back to work first:
- New migrations to the central supply route, because this area of work can bring more value while other cost-cutting initiatives may be more difficult to implement at this challenging time
- Clinical optimization of HCTEDs - device working groups (DWG) will be re-engaged with the practical clinical chairs and advisors after a pause in their involvement during the recent months
- The Financial Reconciliation Process (FRP) will be re-introduced on October 01, 2020. Clear guidance on the requirements of this process is planned to be shared before it.
