In the Netherlands, care is only reimbursed from the basic package if it is at least as effective as the usual care in the Netherlands. In other words, the treatment must meet the legal criterion of the 'state of science and practice.' The “Subsidy for promising care” scheme makes it possible to obtain temporary financing for care that looks promising but is not yet reimbursed from the basic package. A condition is that research data of sufficient quality is collected within the subsidy period about the effectiveness and cost-effectiveness of the new healthcare. A project grant is awarded for a maximum of 6 years. Within six months after the end of the project, an assessment will be made by the Healthcare Institute, whether the care in question is included in the basic package.
These are the timelines and deadlines for the first round of 2020 applications:
- Submitting a project idea: from February 7 until April 7, 2020 (14h)
- Advice committee reception: until August 7, 2020
- Submitting a subsidy application: until October 13, 2020 (14h)
- Comment reception: early November 2020
- Submitting appeals: until late November 2020
- Decision and the start of the project: between March 15, 2021, and September 15, 2021, the latest
- Deadline for approval of the study plan/inclusion of the patients: March 15, 2022, the latest
These are the timelines and deadlines for the second round of 2020 applications:
- Submitting a project idea: from July 22 until September 22, 2020 (14h)
- Advice committee reception: until January 2, 2021
- Submitting a subsidy application: until March 2, 2021 (14h)
- Comment reception: mid-March 2021
- Submitting appeals: until early April 2021
- Decision and the start of the project: between August 2, 2021, and February 2, 2022, the latest
- Deadline for approval of the study protocol/inclusion of the patients: August 2, 2022, the latest
In the first round in 2019, a total of 24 ideas were submitted. Final decisions are expected soon, this month.
